I could be wrong.....on 2nd look, that top manifold looks a lot like a Hilborn fuel injection one....so those pipes would be the intake.....Strange setup, thats for sure
Studying that larger picture tells me this: The short pipes on top are the exhaust, and the plumber's nightmare along the lower sides of the heads is the intakes. The carb sits at the front of the engine, on top of what looks to be a crank driven blower of some sort.

The rusty pipes on top are the exaust, the tubes running along the top of the valve cover? is the ignition wire looms,, the gray larger tubes along the bottom of thye valve covers is the cooling lines,, the carb is the rounded object on the front of the engine like Rumble said heres a video of it running https://www.youtube.com/watch?v=9pPiKl6gWQY hope this works
